Rose Carter was born in New York, NY and has lived in Maryland since the age three and graduated from Walbrook Senior High School in 1977.
Rose’s first training on being a childcare provider came from her mother Emma Izzard who was a licensed childcare provider for well over 35 years. Her Mother was a five-star daycare provider who had a list of people waiting to care for their children. Under her mother’s tutoring she learned how to monitor the children throughout the day and how to complete the required paperwork which allowed many of her mother’s clients to utilize programs that afford them daycare.
Rose was employed as a supervisor at McDonald’s, Seton Hill Manor, and Ciena Telecommunications Corporation. Rose desired to become an entrepreneur in the health care field. She studied at Anne Arundel Community College and receive her certification for Certified Nursing Assistant (CNA)/Geriatric Nursing Assistant (GNA) in 2009. She worked through Anne Arundel Department of Aging & Disability where she was a home care worker assisting with medical care for elder persons residing in Anne Arundel County.
In 2012 Rose decided to take her love of caring for children, and the training she received as a CNA/GNA and become a Licensed Child Care Provider in Anne Arundel County in 2013. The same year she opened “Carter’s Caring for Kids” with her late husband Stanley Carter Sr.
Rose is a charter member of Perfecting Prayer & Praise Ministries (3PM Church) under the leadership of Pastor Randy & Co-Pastor Grace Spann. Rose has served in many capacities in her local church, administrator, director of outreach and hospitality, executive board member, trustee, and head of Perfecting Café to name a few.
Rose is now the Director of Perfecting Learning Center in Glen Burnie, Maryland. She holds many certifications and completed trainings, through the AA County Department of Childcare.
